How it works

ixnos-data gathers public tenders and spending from two official sources and makes them easy to search. It adds no data of its own: it shows what the sources publish, with a link to the original.

Sources

ΚΗΜΔΗΣ (the Central Electronic Registry of Public Contracts): requests, tender notices, awards, contracts and payments. Every record has an ΑΔΑΜ code. Διαύγεια (the transparency portal): commitment, spending-approval, payment and award decisions. Every decision has an ΑΔΑ code. New records arrive every hour; the time of the last update is at the bottom of every page. Both sources are licensed CC BY 4.0.

Stages

A public contract goes through stages: request, tender notice, award, contract, payment. Every record shows its stage and links to the others when the source names them. Διαύγεια decisions link to ΚΗΜΔΗΣ contracts through their ΑΔΑ.

Trade and region

The trade is a CPV code, the common European procurement classification (e.g. 33600000-6, pharmaceutical products). The region is a NUTS code (e.g. EL543, Ioannina). Filtering by a broad code includes the narrower ones under it.

Amounts and VAT

ΚΗΜΔΗΣ amounts exclude VAT; Διαύγεια amounts include it. So they are never added together, and every amount states its basis. When an amount looks like a data-entry error at the source, it is marked. Contractors are matched across the two sources by VAT number. The VAT number itself is neither shown nor exported.

Corrections

When a Διαύγεια decision is corrected, the old one stays reachable but points to the new one and no longer counts in totals.

Signals

Some records carry signals: facts from the source worth a second look. They are not accusations. The rules are fixed and public, and every signal rests only on what the source publishes.

One offer
A competitive procedure that received a single offer. Common in small markets; not a sign of wrongdoing by itself.
Near the direct-award limit
A direct award within 5% below the legal limit (€30,000, or €60,000 for works, excluding VAT). Not a sign of wrongdoing by itself.
Concentration
On an authority's page: one contractor won at least half of the value of the last 12 months' awards, across at least 3 awards, when the authority made at least 10. It may be the only supplier in the area; not a sign of wrongdoing by itself.
